Large number of children live in toxic households - report

15,800 babies under the age of one are growing up in toxic households and are at risk of severe harm, a report by the Children's Commissioner finds.

The paper, 'A Crying Shame', finds that the babies are still living in their family home despite at least two of the three main risk factors - drug abuse, alcohol abuse and domestic violence - being identified.

The authors assert that extreme financial pressures on local authorities are putting strains on children's social services.
